歐盟對外關係法律的法規制度建置已超過50年，在基礎條約的增加、司法的發展，以及探究歐盟對外機構的特性等各項基礎下，本書重新檢視和評論歐盟對外關係法上的基礎原則。本書以轉變及爭論為背景，討論近期在歐盟憲法條約及改革條約中，歐盟機構間進行結構改革的部分。
