歐盟法是一門不斷面臨變化的研究領域，1999年阿姆斯特丹條約為歐盟帶來機構間秩序的大改變，逐步推動司法與警察合作朝向共同體化發展，此兩個領域在歐盟中已存有大量立法，在歐洲法院中的司法案件陸續增加。2004年歐盟憲法條約批准失敗後，2007年的改革條約在這些政策上，計劃會作出實質的改革與轉變。本書包含廣泛的撰文者及議題，能讓讀者從三個關鍵問題上，了解此領域的轉變，分別是：改革條約產生的被警？從以往至今所面臨的困境與挑戰？歐盟政策中的司法與警察合作之刑事範圍，應如何轉變才適宜？
